Even
though a jurisdiction's procurement department provides
contract management services, efficient contract management
is also dependent upon the following input from the department
receiving the service:
- Sufficient
technical expertise.
- A
well-designed vendor contract, which in turn is contingent
on a well-designed RFP.
- Sufficient
resource availability to verify that the contractor
complies with the stipulations of the contract, and
to certify claims for payment certificate purposes.
The
relevant program director, who may already be burdened
by the vagaries of regulatory and enforcement issues that
accompany DL/ID and motor vehicle administration, is often
required to also take responsibility for the availability
of technical resources.
A
solution to this conundrum is to obtain contract management
assistance from a subject matter expert. Such a service
can provide the jurisdiction with the following:
- Technical
expertise that the jurisdiction may not have.
- Oversight
to ensure that the contractor complies with the stipulations
of the contract.
